Physically Disabled Solo Traveler in Sydney, Cairns

I am flying into Sydney on 30 July, staying 6 days in Sydney, then flying on to Cairns for a week before going back to the USA. I am a physically disabled woman of 51. I travel with a wheelchair or walker, but I can walk up to 1/8 mile before the pain sets in and I have to stop and sit down, rest and get some water. I use the wheelchair when I am tired or in pain. I bought a travel package and now the travel agent is afraid to let me go alone because I am a disabled solo traveler. I am looking for someone to carry luggage and help me with the wheelchair and of course, I will pay the person for this service. There are companies that have employees who care for disabled people, but I want to avoid that if possible and give my cash to some local who can help me and we can both benefit. The only difficult thing about this is that in Cairns, I want to go snorkeling and since I weigh 250 pouns, or 112 kilos, it will be difficult for the person I hire to get me into and out of the water. Any thoughts or suggestions?
