Although we didn't stay at either resort I can help you with location and a little info.
Mandalay is far more luxurious, apartments are set back from the main road and have direct access to Four Mile Beach.
Outriggers have three resorts in Port Douglas, The Heritage is in the main street, quite nice, excellent pool and very central to the beach and Marina.
In the Village, is tucked away in a side street, quite nice, but lacks the atmosphere. On The Inlet sit nearly on top of the Court House Hotel which would be rather noisy.
I'd go for either Mandalay or Outrigger Heritage.
Cheers, Katie
Thank you so much for your help. Do you think Mandalay is nicer than the Heritage Outrigger? How far is Mandalay from downtown?
Mandalay is about a five minute walk to the centre of town, it is set in a quiet street. Have a look at both their websites, it may help you decide.
www.mandalay.com.au and www.outrigger.com, then choose Port Douglas Heritage. It may help you decide. I think your 2 children would be far happier in Port Douglas. Cheers Katie
