Both places are not too bad to visit. The Otara market is geared more for locals in that it sells a lot of food produce, oarticularly geared foe the polynesian market. It also has cheap t-shirts and the like.
Victoria park is geared for tourists, it has outlet shops for some sports labels, quite a few arts and craft stalls and a few eateries. it is convenient in that it is walking distance from downtow.
The Otara market is about 20 km down the southern motorway out of downtown. Very easy to find though as it is only 500m frm the exit to the Otara shopping centre where the market is based.
For arts and crafts I would recommend Victoria park. However a few of the stall holders at Otara sell a few nick nacks which which may take your fancy particularly polynesian crafts.
