We just returned from our trip to Vietnam (and Thailand) and we used http://www.hotels-in-vietnam.com (after reading a post on the tripadvisor forums) and everything went fine.
They charged us $14 per person... and emailed us 1 sheet with both our names that we showed upon arrival. We paid another $25 pp there. We had no problems.
Others have reported good experiences with vietnamstay for pre-arranged visas and hotel bookings. Always compare hotel booking prices - there are lots of on-line booking sites.
Personally, I would not buy any tours ahead of time.
