I don't know about bus services, but the MRT (subway) runs to/from the airport. I always just take a taxi, about US$25. Just get some Singapore dollars from an ATM in the airport. Singapore is probably the cleanest, most efficient, safest city in the world.
BTW, if you are arriving at the airport after midnight, there is a surcharge of 50% on taxi fares. Fares and fare rules are clearly posted.
Enjoy SIngapore!
There's also a shuttle service - there will be notices in the airport explaining the transport options.
The shuttle service is essentially a shared taxi in a mini-van. There's a counter near the exit doors where you can book it. It's usually much cheaper than a taxi (think it was S$7 last time I used it).
The train isn't a very good option if you have luggage, as you have to change trains at least once to get into town.
