Tour Guides in China

Can you bargain with a driver/tour guide online before you leave on your trip? A recommended guide has quoted me a price higher than normal, $150 a day. My understanding is that $100 a day is normal and non-english speaking drivers can be hired for $50. Is my understanding flawed or is his price too high?
