I'm going to Asia in October and has a layover in NRT airport. I will be there at 3pm and is thinking about going to Tokyo, stay the night, doing a morning tour, walk around and make it back to NRT for my 6:30 flight.
Question is: do I have enough time to see the main toursity attractions? I just want a basic overview of the City......

I am sure you could get into Tokyo reasonably quickly after you arrive and probably be at the hotel by 6:30pm depending upon arrival on time etc..
Depending upon your Jet lag you could get out that evening and also see something the next morning however it can take a couple of hours to get to Narita depending upon how you choose to travel.That means if you need to be at the airport 2 or 3 hours prior to your flight that means 3 or 4 pm and then add 2 hours for the journey to Narita you have until around 1 pm for sight seeing.
During that time you really won't get to see much of what you want to see in central Tokyo.
Which I guess is what you suspected anyway.
I would suggest staying closer to Narita and looking around that area. I am sure people here will have some suitable advice for what to see.

Speaking from experience, I would recommend that you do go to Tokyo even for just one night. We don't like big cities but loved Tokyo. Last spring, we landed at Narita at 4:10 PM, caught the 5:17 Narita Express train to Tokyo station, and arrived at our hotel in Ginza by 6:30. I would recommend that you buy a return train ticket. With jetlag we had a hard time staying up until 9 PM but were wide awake at 5:30 AM the next morning and got an early start. From our hotel (Renaissance Tobu Ginza, Marriott) we walked to the Tsukiji Fish Market and then walked to Hama-rikyu garden nearby where we caught a boat up the Sumidagawa River to Asakusa and Senso-ji Temple. The street leading to the temple had small shops and stalls selling wonderful crafts and food. We loved this area. This part of Tokyo is relatively quiet and traditional. I can say that we found this day very relaxing and a great itinerary when getting over jetlag. If you are looking for Tokyo's impressive business district with it's skyscrapers and posh hotels, you might prefer to stay in Shinjuku. I think what you need to do is decide what part of Tokyo you would like to see and concentrate on just that one area. One thing you can count on in Japan is that the trains are almost never late so you should have no trouble getting back to catch your flight. I would catch a taxi at the end of the day sightseeing to the train station and then catch the Narita Express at about 3:00 from Tokyo Station to get to Narita by 4:00.That should give you plenty of time.
