We have 8 hours transit time in Singapore during our trip to India from USA. We would like to visit few places in Singapore during these transit times. Can we get a visa on arrival in Singapore? We are Indian passport holders. Back in 1998 I was able to. Has the system changed since then?

I checked on the Singapore immigration website http://app.ica.gov.sg/travellers/entry/visa_requirements.asp
and it says that Indian nationals (unless you are a diplomatic passport holder) must have a visa and a visa can not be issued upon arrival.
Having said that, Changi Airport has a program offering sightseeing tours for transiting passengers. I know that you purchase the tickets for the tour upon arrival at the airport and you can not join the tour if you have already gone through immigration so this might be an option for you if you don't want to get a visa for eight hours
