For sightseeing in Singapore are nice walking shorts appropriate or should I wear long pants? I think it will be hot in February.

It is hot and humid in Singapore throughout the year. Sightseeing in shorts is generally fine. Wearing shorts is not advisable if you intend to visit places of worship. Generally, the people of Singapore are well-dressed.
I saw very few women in shorts in December. Very hot!!! I wore lightweight pants and sundresses.
Daytime dress is very casual...smart casual, but there is a dress code at the Raffles Hotel lobby....even if you are just visiting. Men can not wear sandals.
Don't let that discourage a visit. A beautiful hotel, shops. Do stop and have a Singapore sling. An enjoyable afternoon.
Singaporeans are generally well dressed. For a lady a sundress or linen pants are a smarter choice. When I lived in Singapore I never wore shorts except by the pool! Cool sundresses were my daily attire.
