Shanghai transit 72 hour visa exemption?

I have just read that as of 2013, you are permitted to go to Shanghai for 72 hours or less if you are "transiting"; that is coming from one place, on your way to another, by air only, and if you are a citizen of the permitted countries. If true, I might try to take advantage of this on an upcoming trip to Asia, whereas previously, it would not have been worth the cost and effort of getting a visa for two or three days there.

Can someone please confirm if this is correct, as the previous posts I have seen on this topic talked about 48 hours.
