We have about five days in late December to spend in either of these two locations. For the life of me we can't decide which one, but we have to decide because we have to make reservations soon.
Maybe such a direct question is dumb in itself, so let me rephrase it: We want a good
beach, not isolated but also not in the
middle of a rowdy city crawling with tourist.
I like midrange, decent places, not large
impersonal hotels and not guesthouse dives.
I'm pretty flexible. I love good views
better than swimming although I like to swim.
I enjoy some history and local 'color but it's not critical(I have traveled around other parts of Thailand a number of times already.)

I think that Ko Samui would meet your expectations. However I think you should check weather sites, as I think there may be some rain in Samui in December, but I am not 100% sure.
If you choose Phuket, I suggest beaches like Kata Yai or Karon, hotels like Kata beach resort or Karon beach resort, not too big but nice views from southern ends with island or bay in distance, good for swimming in December when weather should be calm and not raining.
