1. Shimla is a larger city, and can get crowded. The setting is beautiful though a lot of the scenery has been taken over by hotels and houses, not all of which are nice to look at.
Nainital, the lake is amazing. It's clean enough, except on the narrow end where the dirty part of the town comes in, and boating on it is a great experience. You can take paddle boats and paddle yourself or get an oarsman. There's a nice zoo too.
Shimla is at a much greater height, and might have better views around, though Nainital is just as nice. Visit Ranikhet, near the latter if you wish to relax for a few days.
2. No idea. I think you should ask the Indian High Commission, Islamabad.
3. I think if you kept your passport with you at all times you wouldn't face any problems even if you were questioned. Any other threats would of course be the same as they would for an Indian.
Well by now either you are there, about to go or haven't gotten a visa yet. Getting an Indian visa can be tricky esp. for a Pakistani. My wife is a naturalized US citizen from India and I do know that if you we're born in India regardless of current citizenship you are asked on your visa application if anyone in your family is from Pakistan.
It used to be very easy for us in Chicago to get a visa. Just go to the consulate in the morning with your apps and money and get the visa later that day. All that changed after the Mumbai attacks. One of the perpetrators, who just got sentenced to 35 yrs. in prison, David Headley was using that name as an alias and was really a Pakistani and got his Indian visa from the Chicago consulate. After this the application process became much more thorough and difficult.
So OP how did it go?
