Try Krabi...you didn't mention your price point. Sheraton or Amari Vogue (Higher end.) Khoa Lak...Merridan, JW Marriott(Excellent for family). Hau Hin...drivable from BKK, Sheraton, Hyatt(also good for kids), Marriott...older property but still nice. The Merridan in Phuket is also a good family place, and a bit removed from Kuta and Patong.

you are talking about the 2 most expensive hotel weeks of the year.... many places will be booked already...

what would you wish to pay?

some of the bigger western hotel chain would provide excellent facilities for the kids: marriott, sheraton, hilton.

i favor the jw marriott and le meridien in khao lak, the sheraton in krabi, the hyatt in hua hin... less money would be the marriott courtyards in phuket... Le Meridien in phuket is very nice also, but it is older. jw marriott in phuket has fab services for kids...

December West side have much better weather. So Krabi, Khao Lak or Phanga Bay would be my choices.

Quiet? - that could be a problem as it is just about the apex of high season - at the end of the month the New Year is also a popular Thai holiday.
You might try Koh Kood but it's a bit isolated once you're there.

Samui will still be pretty wet....and the Southern Gulf. The Eastern Gulf should be the driest of all.

Ummm... I was just in Khao Lak and the J W in October. The drive was about 1 hr 45 minutes from Phuket airport. Not sure you could get to Patong in 30 minutes!!!
