National holidays in Japan?

Looks like I didn't do as good a job as I hoped avoiding holidays when I booked my upcoming trip. I'll arrive in Japan Sep 20th, which turns out to be Respect for the Aged Day, closely followed by the Autumn Equinox on Sep 23rd. Both are listed as National Holidays.

Are these holidays like Presidents' Day in the US, where government offices and banks are closed, but everything else works as usual? Or will people be taking off for the whole week, or for a long weekend? (I'm assuming ATMs and bureaux de change in the airport will still work?)

I was thinking of visiting Tsukiji Fish Market on the 21st, and it seems to be open that day, Hakone on the 22nd, and then traveling to Kyoto on the 23rd. Any reason to change that? And are there any celebrations I should plan to see?
