There is an atm at Delhi airport in the main arrival hall after you get out of immigration and customs. As I recall we got a pretty good rate. Hotels are the worst place to exchange money.
Do not exchange money at hotels...they generally tend to rip you off in the name of convenience. There are usually money changers in the airport. Thomas Cook or a good bank [State Bank of India, Citibank, HSBC, ICICI] provide equally good services. At no time is it advisable to exchange your money on the street to people who will invariably approach you saying 'dollar change'...however attractive their offers may sound. Apart from the fact that it is illegal, remember that you may be saddled with counterfeit currency in such situations.
