We're flying in from Taipei and meeting a friend flying in from NY. I'm not sure our various cell phones systems will work, so I'm wondering if there is a central meeting point for passengers at Narita. Thanks for the advice.

You could agree to meet just outside the secure area, right after you clear customs. Be sure you are in the same terminal though, because there are 2 of them. Check to make sure the 2 flights are on airlines that arrive in the same terminal.
I think I saw some official meeting point (with sign clearly marked) with some couches in each terminal. Perhaps you can check the website of the airport.
Japan and Korea seem to have their own cell network as I cannot use my quadband phones. A good suggestion to meet at arrivals hall--just agree on which terminal as others suggested.
I've never used it myself, but I always see names with messages on notice board (which usually carry names and flight numbers) as you get off the plane and walk toward passport control. I'm not sure about this but maybe information desk or someone there may be able to leave a message to arriving passengers.
