I have a Guatemalan passport but I am a US resident. I can't figure out if I need a visa to go to Macau and if I do, do I have to get it before or can I apply at their airport? I am truly confused. it doesn't take a lot to get me there

Yes, you need a visa to visit Macau, but they offer them on arrival for 30 days.
There's no PRC consulate in Guatemala, as your country recognize the ROC government and not PRC. But if you're in the US or elsewhere with a PRC embassy/consulate, you can get a visa there before arrival.
