layover in Mumbai

I am looking at purchasing tickets for my stay in Goa. There is a possibility of a long layover (almost 14hours) in Mumbai. My husband and I would land in Mumbai at 1:00 a.m. and need to depart at 2:55 p.m. Does this leave enough time to explore Mumbai at all? Since it is so early in the morning, would it even be safe to leave the airport or would it be better to wait until later in the morning? Would appreciate some advice. If this does not work, I will purchase tickets with a shorter layover.
