Lan Kwai Fong or Upper House in Hong Kong?

I would first need to know whether you mean (i) Hotel LKF, see http://www.hotel-lkf.com.hk/ or (ii) Lan Kwai Fong Hotel, see http://www.lankwaifonghotel.com.hk/index.asp. They are quite different hotels. Of those two, I would choose Hotel LKF which is a better location and a nicer hotel. (Hotel Lan Kwai Fong does have an excellent Cantonese restaurant.)
Between Hotel LKF and the Upper House, I would choose the Upper House. The Upper House rooms are quite a bit larger and have expansive harbour views. The public areas of the hotel --- as well as the private areas -- are very nice. The bathrooms are quite something. Neither has a pool, so no reason to pick one over the other there. Both have very nice bars on the roof, the Upper House has a great view esp at sunset. Hotel LKF has outdoor space and I think an area just for hotel guests if you are into that sort of thing. Upper House does not charge for their mini bar, which is worth it to me for the Diet Coke alone.
Both are in very good locations, but for different reasons. Upper House is walkable to the Peak Tram and the interesting Wan Chai areas for street markets and up and downscale restaurants. It is on the street tram line and major bus lines. Hotel LKF is literally an elevator ride away from excellent restaurants and is basically in the Central business district. (It is walkable to the Star Ferry, although these days a longish walk.) Both are near a subway stop, although I never get the attraction of that to a tourist. Walking, street trams, ferries, taxis and buses (in that order) would be my preferred modes of transport before the MTR.

I actually was looking at the LKF but everywhere I look, folks complain about the noise, especially on weekends. And when I hear that the hotel provides ear plugs, that gives me cause for concern. Should I be? It sounds like a really nice place.

I have not stayed in the Hotel LKF, but if you have seen comments on tripadvisor.com about noise, I would tend to believe them. The hotel is smack in the middle of the main bar and restaurant district of Hong Kong (which is part of its attraction). On the north side of the hotel especially, along D'Aguilar Street, the area has dozens of bars which are open to the street, and on Thursday, Friday and Saturday nights it is basically an open street party with thousands of people spilling out into the street. It can be noisy, and I imagine the sound carries upwards. Last call is fairly late. If you are not stayting there on those 3 nights it would be more manageable I think.
