Japan: Golden Week April 29-May 4 Trains

I will be in Japan during Golden Week. I have read about the train situation using a JR pass. I will be arriving in Japan on April 29th. According to the rules I will be able to arrange train travel only after I arrive. Based upon your experience how difficult will it be to find seats on the trains in either class?
I have been told that you can not purchase train tickets when you are outside of Japan even if you do not use a JR pass. Is there a way around this regulation. It appears as if people living in Japan will have had at least a month to purchase tickets before my arrival.
I have been told "do not worry" there will be many seats available. Is this true? Is there an agency in Japan able to handle purchase of tickets before we arrive and deliver them to the hotel? Looking for a trustworthy organization. Thanks for your help.
