Same problem as Tibet last year. Basically, the policy of settling large number of ethnic Han to those provinces is backfiring, despite the economic advances it brings to those areas.
Well, it's backfiring in terms of upsetting the locals (hardly surprising, IMHO), but the central gov. still seems to be in control. As long as there is a military crackdown, and as long as the Han immigration continues, it's hard to see how the locals are going to win.
