I'm shopping for a digital camera. I've recorded prices in a notebook of various models from Costco, Ebay, Amazon,etc. My question: should I wait till I'm in Singapore (in 4 weeks) before buying, will I get the best deal there? Taipei? Thanks.

In the US, you'll find you can get the best prices on the internet using one of the shopping bots to locate the lowest prices on the model you want. I understand that if you are from Europe, you may find lower prices in Singapore. Wherever you buy, make sure you're getting a camera with a worldwide guarantee (not a local one).
And I will add, make sure you get instructions in your language. I purchased a digital camera last year in Hong Kong, thought I had done so well because it was a model not yet out in the States only to find that the manufactuer didn't have instructions in English yet. (I contacted them back in the States when I couldn't figure something out...) Lesson learned. Didn't save enough to justify the time shopping. Should have purchased in the States and relaxed more on vacation!
The only reason you would want to buy in Asia is if there's a brand new high-end model you've noticed, and it's not available here yet.
Otherwise, buy at home. Get used to it before the trip. And no need to worry about warranty after the trip.
