In Bangkok you can find a lot of hotels that will have rooms in your price range of around $100 per night.
Landmark Hotel on Sukhumvit Road, near the Nana Skytrain stop is in that $100 price range. Close to restaurants, travel agents for tours, street vendors and several malls and supermarkets.
Or, for about half the Landmark price you can check out the Asia Hotel. The Asia Hotel is right at a Skytrain stop. (The Skytrain is a rapid transit system that can take you to many places in Bangkok easy and cheap.)
The Asia Hotel is not too far from New Phetchaburi Road, where you will find lots of street vendors, small shops, restaurants, malls and even a computer mall (Panthip Plaza) and a mini garment center near the Baiyoke Tower Hotel. This Asia Hotel is in an area that has fewer bars around if that is a problem.

Additional places in Bangkok to look at are the Arnoma, Patumwan Princess and the Holiday Inn. The latter two are at the top end of your budget (Holiday Inn is $93 right now) but probably worth it.
In KL you're spoiled for choice in that price range. Have a look at the Dorsett Regency, Federal or Melia hotels. All of these are around Bukit Bintang, where all the shops and restaurants are. Another option is the Equatorial, which is about halfway between Bukit Bintang and KLCC (twin towers mall). You can walk to either area from the Equatorial.

At 100$/night (even less through Asiarooms) you can get the Centre Point Silom. We choose it on the basis of this forum's recommendations and it was a perfect stay. Location is ideal, very close to the Skytrain, with river view, with a Robinson's Department Store inside the hotel and a food shop around the corner. Lots of space and even a kitchen.
The restaurant is not fancy but it is well-priced.

While nice the Holiday Inn and the Pathumwan Princess are around $120 with taxes/service charges (17.7%).
The Arnoma at about $92 is in a great location opposite the Central World shopping plaza and easy walk to the skytrain. Centre Pointe Silom Apts is right by the river with both the skytrain and river ferry stops close by. The advantage of an apt is that a 1 bedroom gives you much more in size than a hotel room room and it also has a kitchen. Around just over $100.
On Sukhumvit Road There is the Majestic Grande and the Bel-aire plus others that are under $100. The Landmark is $160.
The Bosoatel near the river and close to the same skytrain and ferry stops as the Centre Pointe is quite good at 50-65 depending on room type.
The Century Park while not close to the major shopping areas is very nice and one of my favorites at around 70-85. About a 10 minute walk to a skytrain station.
There are also several hotels in Chinatown but it is a very congested area.
