We will be visiting Viet Nam in January and February and are planning to spend 5-6 days in Ho Chi Minh City. In looking at the area we are trying to decide which district would allow us best access to the city. We want to be able to do some walking and dining. We prefer 3-star hotels. Any suggestions on an area and any specific hotels would be greatly appreciated.

You might try the Spring Hotel. I stayed there a few times, though the last visit was 3 years ago. Great location for walking & dining. Hotel is quite clean, has elevator and free internet, good breakfasts.
A suite is not much more costly than a basic room, but you get a lot more space. Some rooms have no windows, which can be nice if you want a quiet room, but not if you want a (limited) view, so ask before you book.
We stayed at the Metropole for the swimming pool and the gym on the roof-top. I like the location enough but some people said it's not central enough. I remember thinking if being in the action means noisy I rather be a bit outside of it. The stuff were professional and there was free wifi in the lobby only but not in the room. The breakfast was a nice spread of both Continental and Asian food. Get a room away from the nightclub which we did, no noise whatsoever at night.
