Help to plan 10 day trip in Dec 2010

Hi. I am a journalist from India and am planning a 10day trip to SriLanka starting Dec 23. I am looking for a bit of relaxation, culture and history (not too much though) , some silent beaches (for a day or two perhaps) and no hiking or trekking.I am looking for a reasonable budget perhaps round 62,000 SL rupees (is that too little?) I hope to do a selfdrive with a rented car. My questions are: what is the best order to travel in...start with which place? Are there any homestays that I can use? is it at all possible for me to cram in jaffna in this 10 day trip?
Any nice non-touristy beaches I can go to?
