My husband and I stayed at the Carlton about 18 months ago. We were very happy with it. Just had a standard room, the decor was modern, good size room, nice bathroom. Breakfast was included and that was also quite good, we would definately stay there again.
One of the best things about this hotel is the location. Its across the road from the Raffles hotel and diagonally opposite from the Raffles plaza shopping complex. The MRT train station is attatched to the shopping complex.

I stayed there last November. It was fine - reasonable size rooms especially for Singapore. Very easy to get around from there. We also had breakfast included - good but not exceptional. Main problem with breakfast was it got very busy indeed so you needed to pick your times or there were long queues for seating. Its a fairly busy hotel.
You could get good food nearby at Bugis and the area behind Raffles Hotel. Suggest trying the old-style Hainanese coffee shops in the roads behind Raffles Hotel. They serve decent Hainanese chicken rice and pork chop.
