I just tried travelocity.com and it looked like they would book a Thai Airways ticket now. Had trouble at united.com (for Thai flights) with the same dates (April 7, 10) but could book return on the 11th or 8th (but not 9th).

Songkran ( Thai New year ) is April 13 to 15 so anytime from 7th onwards gets busy so you would certainly be wise to book now. I would call Thai Airways direct in your home country and make a booking over the phone, they are usually very helpful and it costs no more. As you are traveling around Songkran I would stick with Thai as they are very flexible and as such should your inbound be delayed they would move you easily to another flight, you would not have that benefit if you booked one of the budget carriers.
Call Thai Airways and book a flight for about 2 hrs after arrival. They will take phone credit card bookings and send you the tickets.
Which airline are you arriving into BKK on ?
I would not risk waiting until you arrive, the 12/31 New year was very quiet in Thailand this year so anticipate a very very busy time for Songkran. Also do get your accommodation sorted as Chiang Mai will be packed 100% full from probably 9th/10th to about a week later.

You can always call Thai Airways direct in your home country, I have heard and experience good service from them when dealing direct, give credit card over the phone and they either post tickets to you or email for e-ticket. Fares are fairly fixed. Don't forget to pick up your Air mileage with Thai ( they are Star Alliance member ) so is you have a United / Lufthansa / BMI / SQ etc card make sure you get the card number on your booking and pick up those air miles.
