I plan to be arriving in Bali on Jan 29th. Google searches say Chinese New Year is Jan 26th this year. Is it a one-day event or does it go on for several days? Is it a non-event in Bali?

January 26 is a national holiday in Indonesia on the occasion of Lunar New Year. Otherwise, it's a non-event in Bali and the rest of Indonesia except among the ethnic Chinese community who celebrate at home with their families.
Yup, in Indonesia it's an excuse for a sale and some decorations, but not much else. The ethnic Chinese have been keeping a fairly low profile since the post-97 riots.
