China Visa question

I went to traveldocs.com to see about possibly getting a Chinese Visa. The site says that I must send in copies of flight tickets and hotel booking confirmations. Does this mean that one needs to have everything ( All flights, All hotels) booked before one can apply for the visa? I usually get a visa first and then do some bookings afterward and maybe wing it once I get to the location. Is this not possible to do anymore in China?
