Any recommendations or suggestions or condemnations on the budget airlines would be welcome

I've had nothing but good experiences with Nok Air. Prices are good, and they've been on-time every time I've used them.
Hardly anybody has anything good to say about Air Asia. The low rates they advertise are impossible to get, and they can sometimes run hours behind schedule.
For Chiang Rai, your options are somewhat limited. One-Two-Go may be the only other option aside from Air Asia. One-Two-Go always seems to have a long queue at the airport, but otherwise I've never heard any complains.
For Phuket - Singapore, have a look at Jet Star Asia. They've got an anniversary special going on now, and the service is supposed to be pretty good.
I've tried air asia once last year and it's ok with me. I bought a ticket from BKK to ChiangMai and the flight was quite pleasant and on time.

Both Orient Thai (one/two go) and Air Asia fly to Chiang Rai. Nok Air only flies to Chiang Mai. Little difference in fare 1850 baht and on average 1658 respectively. There are no direct flights from CR to Phuket. Only from Chiang Mai with Thai Airways, but expensive at 5095 baht. From Bangkok the above discount airlines fly there plus Nok Air. Fares from 1600-1750 baht. From Phuket to Singapore you can fly either Jet Star or Tiger both having god discount rates.
Some people have had trouble with Air Asia being late but otherwise the people I know had no other trouble. Since it is a discount airline and you are paying cut rates, one might expect a little inconvenience.
Remember that there is a strict baggage allowance on these airlines and anything over will cost you. Also on some there is no reserve seating - you take any available seat.
