China:
Using the search box above to search for "ATM China" will show you that this topic has been much discussed. Most goods and services are paid for in cash.
The key question is not whether ATMs available (they are innumerable in China) but whether your card will work with them. The answer will likely be some, but not by any means all; quite enough, however, to make simply taking an ATM card (the only thing I've taken to China for several years) entirely viable.
But you need to ask your card issuer concerning ATM locations. Almost all have ATM finders on their websites. This will answer your question about Mongolia, too.

Also some banks will charge fees if you do not use the issuer's corresponding bank. Two years ago BofA charged $5.00 b/c I did not use China Construction Bank. I switched to HSBC that depending on your acct level does not charge. Check with your bank.
