Ubud is inland, not on the beach. You'll need to choose either Ubud or oceanfront (or some time at each). Also, note that many hotels/villas have decks and terraces that are elevated and have minimal/no railings, also pools and plunge pools can be a hazard for toddlers.
Watch for marmot (who lives on Bali) to give you some ideas.

The beach at Sanur is very family friendly. There's no surf as the beach is protected by a breakwater.
The beach at Sanur runs for several kms, with a boardwalk all the way along.
Several large hotels. Have a look at the positioning of them and their reviews on Booking.com. Plenty of restaurants by the boardwalk, as well as market stalls and ladies flogging their massage abilities.
Sanur is less than an hour by road Ubud.
