Check out the following website -
www.lakbay.net for information on Cebu. The site has the Philippines divided into regions with Cebu being in the Visayas region. This should show up on the upper left hand portion of the page. Hope this helps you decide. Let me know if you need more info via this Fodor's page.

Awesome buzzing place. Make sure you stop and have a cocktail at Cebu Midtown Hotel in the evening and just stare out the window at the park. Live music with excellent singers - what an atmosphere. If you can get out to a resort it is worth it. Shopping at SM Megamall is amazing. Worth a visit for a few days

Cebu is amazing. Not a lot of people focus on the Philippines but Cebu is amazing (did I just repeat myself?). Cebu is the oldest city in the Philippines so it retains much of the Spanish culture but do make time for its fantastic beaches. You can choose one of the more secluded beach resorts or the Mactan Shangri-la. Food is also great, fresh seafood. Food and shopping at unbelievably low prices.

Cebu is over rated.
Macatan is for people who don't want to leave a resort experience the real philippines. The beaches suck there. The city is dirty and polluted.

Head directly to Boracay!!!
Stayed 7 days there.

Or to Bohol = Alona beach is a great getaway and few travellers. A boat ride from Cebu to Tagbalaran then take a bus to Alona beach. Stayed 6 days there. It's the real Philippines!! Just like settings of the South Pacific.
