Going 10 days to Singapore and I'm planning to include a side-trip! What's the best pick out of my 4 alternatives: Bali, Siem Reap, Yangon or Hanoi? Also, is it still cheap to have tailor made suits/shirts made in Sgp?

It hasn't been "cheap" to have suits and shirts made in Singapore for many years but there are excellent tailors in Singapore. I recommend Leighton's which is located in the Far East Shopping center on Orchard Road.
The "best" pick out of your optins depends on your interests and what kinds of experiences you are looking for. All of those are very intersting places. Of the places, only Bali would be likely to hold your interest for 10 days as it is a whole island rather than just a single location. The others you would likely combine with nearby stops.
To research Siem Reap. get a copy of Dawn Rooney's book, Angkor: A Guide to Cambodia's Wonderous Temples.
For the others, get a copy of a guidebook and do a bit of research. Also, read some trip reports here about each of the places. I have a recent trip report on Burma (click on my name and you'll find a list of trip reports).
