9 hrs of transfer time in Honkkong

I have 9 hrs of time between flights. I am in Indian National making a transfer to Chicago via Hongkong with 9 hrs of time between flights. Arriving 9:40 from India and Departing to USA at 18:30.
My questions:
1. I read that I can get an on arrival 14 day visa for free at Hongkong Airport. Is it correct ? If yes, In order to reduce the time for on arrival visa processing, Can I apply for it in advance ? Link please.
2. What are the must do in these 9 hours. 3 hours would go at the airport, checkin and checking out. So 6 hours at disposal. Can both Oceanworld & Waterfront be covered ? Also want to do a ferry ride.
3. What AEL airport express round trip ticket would be helpful ? Airport-Kowloon Station-Airport or Airport-HK station-Airport
How would I be able to make the best use of the time.
