Who told you sales on flights to Europe start after labor day? I'd ask that authority for specifics.
Labor day was yesterday... Were you expecting next day fire sales, like black Friday sales? My guess is that you were told some conventional wisdom that it's cheaper to fly after labor day since that's about when US kids return to school after summer break so there are fewer families traveling to Europe.
I don't think I've ever heard of new sales campaigns rolling out Tuesday after labor day. These days I think it's more accurate to say that airlines control inventory tighter than they did decades ago so that they don't have to offer any deep seasonal discounts.
Regardless, I suggest you track fares using a search engine like Kayak, and when you find something you are comfortable with, grab it. Do not expect rock bottom prices.

Since you are flying to Budapest next May, I think any thoughts of a post-Labor day sale for flights 7-8mo out is folly.
"I just checked the US Airway website and their prices are unbelievably cheap to fly from the West Coast to Budapest but given they are rated the worst airline and the reviews are dismal at best,I will not be booking a trip with them. I don't need anymore problems in my life. They do codeshare with American and British Airlines who operate the flights but it is still US Airways running the show."
Also, your assumption that a USAir flight number operated by AA or BA will be a bad flight since you think USAir is bad is 100% incorrect. Besides selling you the ticket, USAir has nothing to do with your flight. You check-in with AA/BA, sit in a AA/BA plane, etc. The quality of the flight will be up to AA or BA, not USAir. By May 2015 I would not be surprised to see the USAir brand cease to exist - the name will disappear as USAir and AA merge operations.

Whoever told you that hasn't flown internationally in at least 15 years.

If it is known to have discounts on a certain day, why would anyone book their airfares before and thus the airline lose money. There is no rules for airline sales in my experience. Also, is it really a sale?
