Unaccompanied minor clearing through Canadian Customs

My daughter flew to Fredericton, NB, Canada alone from Atlanta for a summer camp this past Saturday. Everything was arranged according to the Airlines' requirments for unaccompanied minors. The camp had faxed in the photo ID of the person who would pick her up at the other end. But as she was going through the Canadian Customs at the Fredercton Airport, I was told later by the camp staff, that for a while the Customs were unwilling to release her to the person picking her up because some form was not completed. Eventually they let her go. But the question is what about coming back to the US? Will she have the same problem? How about next year when she returns for another summer camp?

I called Delta but they could not tell me what form and how I can get a copy.

Can anyone help? I'd like to know what form I need to fill out and how I can get my hands on a copy. Thanks.
