Toronto-Atlanta-Fort Walton Beach

I have an hour and a half layover in Atlanta form Toronto, from an international flight to domestic. Will this be enough time?

Yes it should be. As you clear immigration and customs formalities in Toronto, this will be the same as a domestic connection. Atlanta is large, but as efficient as any airport there is.

I am landing in an international terminal; is it not mandatory for me to go through US customs in Atlanta then?

You are not landing in an "international terminal". Yours is regarded as a domestic flight. Atlanta has various concourses, some gates are domestic use only, and some are dual international/domestic use. You will arrive at the concourse and can just directly go to any other domestic gate.

You will have gone through all the US immigration/customs in Toronto already.
