after getting your bags and clearing customs, go outside for ground transportation and look for the sign on the sidewalk for LGA cost about $12.00USD each.

You should have enough time to transfer to LGA from JFK.

Let's be clear. You should NOT take the bus, which will make numerous stops to pick up and drop off passengers likely making you late. You should take at taxi and go straight to LGA from JFK.

Does the shuttle Q53 (schedule on page 2) make stops between JFK/LaGuardia? It doesn't appear to from the list.

It makes no stops between JFK and LGA but it makes many stops at various terminals within each airport. So while it may take 30 minutes to drive from JFK to LGA, stops at various terminals can add 15 to 30 minutes onto the total travel time.
