I think Expedia allows you to enter all the details of the booking and select seats before you pay, so try that and see if you can answer your own question. I have always been able to select seats for domestic flights using Expedia.

On the Norwegian website, you are offered two low fare levels in economy, lowfare and lowfare+, the higher of the two fares includes seat reservation and baggage allowance which if you want these extras, is often the most economical way to book.
On Expedia, you might find you are only offered lowfare which means you pay extra for seat and baggage allowance which ends up costing more than the lowfare+. I would clarify which fare you are booking and what it includes (seat, baggage allowance) with Expedia before booking with them.

UPDATE:
so i went ahead and booked tickets for Norwegian Air Shuttle through Expedia, and I actually think it worked out better than going through the site, because I got the price of a low fare ticket, but when I checked my booking on the Norwegian website with my reference number, i realized that I had TWO checked bags, and a carry on, and TWO meals on the plane included PER PERSON. I also called and was able to chose my seats. I'm very impressed!

dominiquejade -- that's a great tip, thanks! Have you flown yet? Did this work out, or did they give you problems when you got to the airport? Anyone else have experience booking Norwegian flights through Expedia? Luggage allowance, meals, and seat selection all work out?

I'm impressed, dominiquejade! We flew Norwegian Air last month (booked directly through the airline), and we had to pay extra if we wanted any of these perks:
- seat assignments (we did)
- meals and snacks (we did not)
- checked bags (we didn't check)
- blankets/pillows on board (I brought a large, warm scarf, and the plane had folding headrests)
It was worth paying for seat assignments, as the cost of the ticket from LAX to London was still only $640 round trip. (We bought in September for a February trip.)
We really liked Norwegian Air's Dreamliner. Comfy seats (for economy), nice seatback screens at no extra cost, decent selection of inflight entertainment. We bought dinner in the airport and brought it on board, along with a 1-liter water bottle apiece and snacks from home. From what I saw of my neighbor's meal, I got the better deal bringing my own tasty food.
