I have enough points for RT tickets in biz class on United for a trip to Europe next September. I hope to use saver awards to get the seats - how soon or early do I need to book the seats? Are they hard to get?

You can look for availability on UA around 330 days (say 11 months) out. "Tickets" meaning 2? 5? The more seats, the harder it gets. Also depends on your origin/destination cities. I'm not a UA person, but I've helped folks get UA business class redemption tickets a few months out, and it hasn't been super-hard. Don't forget you can use UA miles for any Star Alliance member, too, e.g. Lufthansa, Swiss, Austrian, SAS...
I just checked at the United website for business class availability for LAX to Munich.
You could leave today or tomorrow. That is it for outbound in October.
There are several days available in November and more in December. From January thru August there is at least one biz seat available just about every day.
That is just on United. As Gardyloo mentioned, there would also be availability on *A partners.
LAX-MUC would be a connecting flight. I checked a two days in August and there are plenty of biz seats avaiable on the overwater legs (e.g. 8 from ORD). The transcons in F had much less availability.
I would just call every month or so until you get something that works and book when you find it. There is no magic timeframe to book. Indeed, some of the best availability will often be closer to the travel date, but it is often too late to make other plans at that point.
