I was recently on a Airbus 321 Series 100/200 sitting in Row 9, the row ahead of the emergency exit with 2 seats. The flight attendant would not let me stow my purse (approx size 8x10x3 in) under the seat in front of me. She said it was for safety reasons. She would also not let me keep my purse on my lap. I've sat in the row in front of the exit row many times in a variety of aircraft and have never had the flight attendant take away my purse and stuff it in an overhead.
Is this unusual or standard practice for this type of airplane?

I seems to vary by airline and they are permitted to make such a restriction.
Yes, airline dependent, and I don't believe any US airline has this rule.
