compensation for loosing a bag

on February 2015 I flew from Tel Aviv to Hawaii with connection in LA with Aerofloat.
When i got to LA I've been told that my bag is still in Moscow because of a problem..
I flew to Hawaii without anything and had to spend my first day shopping for cloths. on m way back i contact the company and they said they will compensate me for my expenses. its been 10.5 months later and i still didn't get anything, i've been in a weekly contact with the manager and the Baggage Service manager in LA since then by emails and i'm always getting excuses of why they didnt do anything till now- its always excuses of them being too busy\ cant handle it right now\ dont have the way to transfer the money...

What can I do? i tried to be patient but its impossible anymore
