I am thinking of flying from barcelona to Nice on Jul1 with Vueling. I am a bit worried about their baggage restrictions. I want to attach my one soft carryon to my backpack with its many straps so that the 2 will be cosidered as one bag for the hold. I definitely make the weight requirements. But I do not want to get to the airport and be charged extra.

As with all these types of question I doubt anyone can give you a firm yes or no answer. Regardless of any encouraging words you might find on this forum it's really up to the discretion of the Ticket Agent, Gate Agent and/or Flight Attendant on your particular flight as to how strongly the rules will be enforced. Your airline says you are restricted to one bag - not two bags strapped together. Now, several things could happen (all scenarios assume your strapped together bags meet the size/weight requirements):
1) No one will notice, in which case you'll be fine.
2) Someone will notice but will decide not to make an issue of it, in which case you'll, again, be OK.
3) The Gate Agent will stop you when they issue you your adding pass and make you check the "second" bag.
4) The Gate Agent or Flight attendant will stop you as you are boarding and make you check the "second" bag.
The point being you can never know for sure what scenario will play out for you on the day you fly. One thing is certain, if either scenario 3 or 4 occur and you are are asked to check your second bag telling them that contributors on the Fodors Airline Forum told you it would be OK won't make a convincing argument and you'll still have to check your bag.
Why don't you check one and carry one on? Vueling's carry on rules don't seem terribly restrictive.
8.7 Hand luggage: Each Passenger may carry with them one item of hand luggage only, weighing a maximum of 10 kg and measuring no more than 55x40x20 cm.
It shall also be possible to carry, at no extra charge, one other additional item measuring substantially less than 55x40x20 cm, such as a small briefcase, a handbag, a camera or a video camera.
