British Airways, Edinburgh to Heathrow - baggage re-check?

My sister & brother-in-law are flying British Airways from Edinburgh airport to Heathrow tomorrow, prior to flying home to Philadelphia (also BA), and they are having trouble finding out if they have to re-check their bags at Heathrow. My brother-in-law checked the BA website and then called BA at Edinburgh, only to be told that whether or not they have to re-check their bags at Heathrow will depend on the "mood of the person" checking them in. REALLY???? The main problem is their flight was changed from the original reservation and they have 60 minutes between landing at Heathrow and catching they Philadelphia flight. Should be interesting....
