Zimbabwe: children in Hwange or Mana Pools

I will be travelling with my 11 years old son to Vic Falls for 2 nights and then we have 3 extra nights to spend in the area in early April 2008.
It seems that most of the camps accepts children 12 years and above. My son will be 12 just 2 weeks AFTER the trip. Do you think the rule is very strictly observed over there ? If yes, are there other camps welcoming 11 years old children ?
What would you pick between Hwange and Mana Pools considering the season and wildlife viewing.
Last year we were in the dry Namibia in June and saw a lot of wildlife in Etosha but did not see water activities like hippos and crocs. We also missed the leopard and cheetah, but we saw a lot of lions.
I would appreciate your suggestions
