Transiting through Cairo

I am a Filipino set to travel to Dubai, UAE in two days. From Dubai, I originally wanted to travel to Jordan and Egypt --and from either country, travel overland to Israel--, but I belatedly discovered that getting tourist visas for both Jordan and Egypt these days takes a long time at their respective embassies in my country, so I have regretfully decided to forego visiting them this trip, and now am considering flying to Israel (where Filipinos are visa-exempt) from Dubai through Cairo. My question is: If I am only changing planes in Cairo for my connecting flight to Israel, do I still have to have a transit visa? Like I said, I will simply be changing planes at Cairo airport, with no intention of leaving the airport for even a short time. Please advise. Thank you!
