Not a lot you can say to that, no doubt the quotas will be able to keep the local government despots in even larger Mercedes.
I wonder where they will find hunters willing to shoot such a rare animal, where could that be?

If I recall correctly, government figures show that the largest number of hunters come to Namibia from Germany followed by the USA.

I don't know, how they fix a quota number to hunt a species on the brink on extinction, given the fact that their numbers may only just have gone up! Ofcourse, as usual they would claim that the money generated is going back into conservation!
