Questions about a trip to OMan

I have a trip to Oman planned for one week at the end of May and will be staying at the Al Bustan Palace. I have read somewhere that you have to pay to use the hotel's private beach - is this the case for hotel guests and if so, how much would we have to pay ? We are keen snorkellers and chose this hotel becuase we understood the snorkelling to be good from the beach there - are there other places that anyone could recommend ? Also, is a permit needed to go fishing from the shore in Oman and where would this be possible ? We intend to rent a 4x4 so that we can see some of the country as well as taking some time to relax. Any advice would be appreciated.
