Medina and Carthage- which should I visit in AM and which in PM?

We'll have one day to spend in Tunis as part of our cruise next summer. My husband and I will be traveling with our daughter (who will be 21 months old at the time). Since we'll have our little one with us, we don't want to try to pack too much into the day. I've narrowed it down to visiting the Medina and Carthage, figuring that we'll go to one place in the morning and one in the early afternoon.
I was wondering if it is better to go to one location in the morning and one in the afternoon (i.e. less crowds, more shops/stalls open, etc.) and if so, which should we visit in the morning and which in the afternoon.
Also, is it easy to find taxis from both of these locations? Our ship docks in La Goulette and I figured that we would find a taxi to take us where we wanted to go. Not sure if we should hire the taxi for the day or if we'll have an easy time finding one for our return trip from whatever location we are at.
